Coming off the back of what has been a relatively strong year for the construction industry, analysts are optimistic about what 2025 is set to bring.¹

The Bipartisan Infrastructure Law (BIL) has resulted in funding for numerous construction projects across the United States,² and we can expect to see investment in major infrastructure continue under the new government, with a particular focus on roads, pavements, bridges, utilities, and some housing. Data centers, to service the increasing demand for artificial intelligence (AI), looks set to be another growth area for construction.³ Meanwhile, the incoming administration has promised significant regulatory reforms, which could streamline infrastructure project approvals, accelerate timelines, and reduce costs.

Elsewhere, the incoming administration has signaled a strong intent to support domestic industry. While this could mean more contract opportunities for US-based construction businesses and materials suppliers, it will also bring challenges for some in construction. Those reliant on global supply chains may be forced to reassess their sourcing at short notice, to be able to remain competitive.

Costs are also likely to come under increased pressure, while policy changes may see certain construction and infrastructure projects have their funding reduced, or be cancelled altogether. Programs relating to electric vehicle infrastructure could well be one example. And the aforementioned regulatory changes are likely to require construction businesses to shift their priorities and how they present themselves when competing for government contracts.

The change of government in early 2025 will have wide-ranging implications for contractors submitting proposals for and delivering public sector programs.

The previous Trump administration expanded ‘Buy American’ and ‘Hire American’ requirements.⁴ This continued under the Biden government,⁵ and will likely go even further over the next four years, with Trump and the Republicans promising to limit overseas outsourcing, significantly increase tariffs on foreign goods,⁶ and cut taxes for businesses that manufacture in the USA.⁷ On the one hand, this should mean more opportunities for US-based companies, particularly in manufacturing. But on the other, contractors reliant on global supply chains for materials will need to reassess their operating models and potentially seek out domestic alternatives, to remain compliant and competitive.

Secondly, there’s the much-publicized streamlining of regulations. Where the first Trump presidency saw him pursue a policy of removing two regulations for every one that was introduced, this time he’s promised to go significantly further, adopting a ten-out, one-in aspiration.⁸ Time will tell if the administration achieves this, but even if it doesn’t, attempts to do so will likely bring sweeping changes.

Expect to see the scrapping of whole policy agendas, or even entire government departments, particularly on matters such as labor rights, environmental protection, and socioeconomic issues. Where procurement has previously sought to further objectives in these areas, such requirements may fall away, and be replaced by a focus on cost-effectiveness and efficiency.

Regulation isn’t the only area where government changes will affect construction businesses. Policy shifts are expected to significantly alter federal acquisition patterns. There will likely be a notable move away from initiatives focused on environmental protection and renewable energy, with increased investment directed toward defense, oil, cybersecurity, and artificial intelligence instead.
