Sean Williams, Founder and CEO of AutogenAI, responds to Policy for the Responsible Use of AI in Government

The Australian Government’s policy for the responsible use of AI in government departments and agencies came into effect 1 September. 

Recognising that AI is a rapidly changing technology with “transformational and lasting impact” on its activities, the government has laid out policy framework to “remove barriers to government adoption by giving agencies confidence in their approach to AI and incentivising safe and responsible use for public benefit”.

Mr Williams identified the Australian government as a world leader in the digital space, based on its first ranking in the OECD Digital Government Index, and praised its decision to formulate policy for adopting AI. 

The government’s policy emphasises transparency, ethical use and the need to strengthen public trust in emerging technology, which are sensible goals that should be supported by the AI industry,” Mr Williams stated. 

It positions Australia as an exemplar in the safe, responsible use of AI and encourages AI adoption for improved efficiency and innovation in the public sector.” 

AI has an immense potential to improve social and economic wellbeing.  

Mr Williams noted, “The integration of AI into government operations will deliver increased operational efficiency leading to better service delivery for the public and business.” 

He cited a recent study by Professor John Mangan from University of Queensland that showed the use of AI in key Australian industries such as technology, finance, healthcare, education and government, could lead to a GDP increase of more than $200 billion per year. 

According to the report, “Comparable countries are investing in AI and key nations – USA, China, UK– are establishing market control over AI innovation”, and Australia risks being left behind as “a perpetual client nation, depending on others for our AI systems”. 

The Australian government prioritising AI is laying the groundwork for Australia to take a leading role in self-sufficiency, data sovereignty and related benefits for agencies and the Australian public. 

Mr Williams said he believes “AI in government will transform the procurement landscape, and the benefits and opportunities for suppliers bidding for government contracts. 

Considering that during 2023, the Australian Government (state and federal) awarded 90,000 contracts to the value of $120 billion, a policy on responsible and transparent use of AI has vast potential to streamline and democratise the competitive tender process. 

The estimated cost to deliver a tender ranges from $20,000 to $200,000 depending on the size of the procurement. Using AI in the procurement process can help increase efficiency, reduce costs and improve decision-making. 

By leveraging AI to navigate the intricacies of comprehensive tender responses, smaller enterprises are now able to stand toe-to-toe with industry giants, fostering a more competitive landscape that should ultimately enhance governmental innovation and ensure more judicious expenditure of public funds. 

From government adopting AI in its operations, suppliers can anticipate faster decision times, providing greater clarity for suppliers of their forward-looking workload, cashflow, and resourcing needs. 

The issues of data access and control underscore the indispensable role of human oversight in an increasingly automated field. With the advent of AI, distinctly human skills such as negotiation, collaboration, and emotional intelligence are crucial for maintaining effective supplier relationships and leading diverse teams focused on benefits for the end user. 

Mr Williams asserted, “AI is not a replacement for human talent, and the demand for AI-competent talent is becoming increasingly critical. Just as word processing skills became essential in the early 90s, AI literacy is now the foundational skill set required to navigate the technological landscape.”

It is commendable that the Australian government is taking this proactive approach to build AI capability for the long term. This policy provides the framework for government agencies to engage with AI confidently, safely and responsibly, to realise its benefits.”
